Exemption QA (pre-filter) — 40 CFR 93.126/.127/.128 + Section 3

Runs on EVERY listing row before the Part II/III/IV pre-filter: checks each project's exempt claim against the 40 CFR exemption categories and the regional-significance conditions in Section 3.2 of the HGAC 2025 conformity report. Nothing is dropped here — REVIEW verdicts need a reviewer decision before the lane QA results are trusted.

Project QA Summary

Visible only when a single MPOID is selected. Cross-checks the listing's MAIN LANES / FRONTAGE LANES columns against the TDM lane counts the algorithm derives for each year, and against the lane intent extracted from the description text. The Flag/Notes column explains what (if anything) doesn't line up.
